On January 13, 2026, I signed Executive Order No. 01-2026 to formally launch the 2026 Navajo Nation Hardship Assistance Program.

This program reflects our responsibility, accountability, and compassion for our people. Many Navajo families continue to feel the lasting effects of the COVID-19 pandemic, now compounded by rising costs of living that make everyday necessities harder to afford. This executive order ensures that remaining Navajo Nation Fiscal Recovery Funds are directed where they are needed most — to those who can demonstrate genuine economic hardship.

Through this order, I am directing the Executive Branch to fully implement the 2026 Hardship Assistance Program with clear timelines and full transparency. The Office of the Controller will identify available funds, develop eligibility criteria, and establish application deadlines in coordination with relevant departments. A detailed execution plan will also be provided to ensure the program is delivered efficiently, responsibly, and with integrity.

Most importantly, the program will have a public “go-live” date no later than June 1, 2026. By that date, the application portal will be open and fully operational for Navajo citizens to apply.

This action builds on legislation passed in 2024 that reallocated unused Fiscal Recovery Funds directly into the Hardship Assistance Expenditure Plan, ensuring these dollars serve their intended purpose without delay.

My commitment remains the same – to put the Navajo people first, manage our resources with integrity, and deliver real support during difficult times. We will continue to move forward with transparency, thoughtful planning, and care for our communities.
