WINDOW ROCK — The Navajo Nation and the Arizona Department of Public Safety (AZDPS) have entered into a new five-year Mutual Aid Agreement designed to strengthen cooperation, coordination, and public safety services across the Navajo Nation and the State of Arizona.

Effective June 22, 2026, the agreement formalizes collaboration between the Navajo Police Department (NPD), under the Navajo Division of Public Safety, and AZDPS. The partnership enhances the ability of both agencies to respond to emergencies, conduct joint operations, share resources, and support law enforcement efforts across jurisdictional boundaries while maintaining the sovereignty and authority of each government.

“Public safety is one of the highest priorities of this administration,” said President Nygren. “This agreement strengthens our partnership with the Arizona Department of Public Safety and ensures that our officers have the support, coordination, and resources necessary to better protect Navajo communities. By working together, we can improve response capabilities, enhance officer safety, and provide more effective services to our people.”

The agreement establishes clear guidelines regarding supervision, liability, compensation, and operational responsibilities. Each agency will retain authority over its own personnel, equipment, and resources while working collaboratively during mutual aid activities. The agreement also ensures that each party remains responsible for its own salaries, benefits, workers’ compensation, and related expenses, with no fees exchanged for services provided under the partnership.

The agreement includes provisions for dispute resolution, renewal, and amendments, while preserving the Navajo Nation’s sovereign authority through a limited waiver of sovereign immunity solely for enforcement of the agreement and arbitration awards.

In addition, the agreement outlines equitable forfeiture distribution procedures for joint law enforcement operations and reaffirms both parties’ commitment to non-discrimination and professional cooperation.

The Mutual Aid Agreement reflects the Navajo Nation’s continued commitment to strengthening public safety partnerships, improving emergency response coordination, and protecting communities throughout the Navajo Nation.
