EXECUTIVE ORDER No. 05-2025
Lifting Stage 2 & Stage 1 Fire Restrictions for the Navajo Nation & rescinding Executive Orders No. 04-2025 & No. 03-2025
WHEREAS:
- The President of the Navajo Nation serves as the Chief Executive Officer for the Executive Branch of the Navajo Nation government with the full authority to conduct, supervise, and coordinate personnel and program matters. 2 N.N.C. § 1005 (A).
- The President shall have the power to issue an executive order for the purpose of interpreting, implementing or giving administrative effect to statutes of the Navajo Nation in the manner set forth in such statutes. 2.N.N.C. § 1005 (C)(14).
- The President may order any area of Navajo Nation land closed to entry by the general public due the danger of fire, 17 N.N.C. § 2701.
- On June 17, 2025, I issued Executive Order No. 03-2025 which is a Stage 1 Fire Restriction concurred by the Bureau of Indian Affairs, Navajo Region, Branch of Fire Management and put in place in preparation for an active fire season due to the dangerous combination of inadequate precipitation, abundant dry fuels, high winds, high temperatures and low humidity.
- On June 29, 2025, I issued Executive Order No. 04-2025 which was a Stage 2 Fire Restriction concurred by the Bureau of Indian Affairs, Navajo Region, Branch of Fire Management and put in place in preparation for an active fire season due to the dangerous combination of inadequate precipitation, abundant dry fuels, high winds, high temperatures and low humidity.
- Presently, due to the overall favorable weather conditions (i.e. precipitation, cooler temperatures), the fire danger on the Navajo Nation has been reduced. This has been concurred with the fuels and weather data observed by Bureau of Indian Affairs, Navajo Region, Branch of Fire Management.

THEREFORE, I, DR. BUU NYGREN, President of the Navajo Nation, by the authority vested in me, hereby lift the Orders of Stage 2 and Stage 1 Fire Restrictions on the Navaio Nation and rescind Executive Orders No. 04-2025 and No. 03-2025.
THE ORDER OF FIRE RESTRICTION is being lifted for the Navaio Nation; however, person(s) utilizing the Navajo Nation’s forest and woodland areas for ceremonial purposes, livestock branding, agricultural field clearing, and burning of personal possessions are I encourage all on the Navajo Nation to follow Navajo Nation EPA Open Burning Regulations and continue to register their burns as appropriate with the Navajo Nation EPA Air Quality (928) 729-4246. Fires in developed recreational campgrounds are not required to obtain a burn permit.
The provisions of this order shall be implemented consistent with the laws of the Navajo Nation and in a manner that advances the highest welfare of the People.
