EXECUTIVE ORDER NO. 02-2024
RESCINDING EXECUTIVE ORDER NO. 02-2023
WHEREAS:
- The President of the Navajo Nation serves as the Chief Executive Officer for the Navajo Nation Executive Branch with full authority to conduct, supervise, and coordinate personnel and program matters. 2 N.N.C. § 1005 (A); and
- I issued Executive Order No. 02-2023 with the goal of streamlining the review process of energy projects proposed to be considered on the Navajo Nation; and
- I have received consistent feedback that the process did not result in a streamlined vetting process; and
- I have determined that this feedback is due to insufficient staffing, and therefore, the vetting team process has not resulted in a streamlined process; and
- I thank the members of the vetting team for their hard work to date.
THEREFORE, I, DR. BUU NYGREN, President of the Navajo Nation, by the authority vested in me, under 2 N.N.C. § 1005 (C) (1), hereby rescind Executive Order No. 02-2023.
I further order that I shall not meet with any proponent of an energy project. If a proponent of an energy project wishes to meet with me, the proponent shall first contact the Chief of Staff who will determine whether the proponent should meet with me. A proponent includes, but is not limited to, any person, Navajo Nation official, elected, or appointed, Navajo Nation employee, Chapter employees, companies, entities, nongovernmental organizations, and Navajo Nation wholly owned entities. The Chief of Staff may call upon any Navajo Nation employee to assist him to determine what energy project proponents should meet with me.
Nothing in this Executive Order prohibits a proponent of an energy project from contacting any Navajo Nation Division, Agency, Department, Program, or Office. Nothing in this Executive Order prohibits a Navajo Nation Division, Agency, Department, Program, or Office from responding to an energy proponent.
